HIV/STD Program Manager
Position performs routine (journey-level) managerial work in administering daily operations & activities of PHR 7 HIV/STD program for a 30-county area.
Work involves establishing program goals & objectives, measuring accomplishments & recommending improvements; developing and/or interpreting program & disease testing/treatment guidelines, procedures & policies; developing staff & operational schedules, priorities & standards to achieve program goals; coordinating & evaluating the business functions & program activities; developing & evaluating program budget & budget report requests, & monitoring budget expenditures.
Responsible for supervision & management of all PHR 7 HIV/STD program personnel providing active HIV & sexually transmitted disease (STD) surveillance, disease intervention & investigations; internal & external educational programs; consultation to healthcare providers, health departments, public health clinics, & hospitals & laboratories.
Supervise HIV/STD data collection & analysis; interpret trends.
Manage program physical & fiscal resources.
Prepare reports for distribution to regional & agency leadership, & to public health stakeholders in coordination with leadership.
Position works under limited supervision with latitude for use of initiative & independent judgment.
HIV/STD Manager is constantly exposed to sexually explicit language and images.
Must be comfortable communicating with staff in this vernacular and on these topics, and in supporting patients to feel comfortable discussing intimate details regarding sexual activity.
Essential Job Functions: EJF 1.
Provide program & project management for daily operations of HIV/STD Program areas: disease surveillance, disease intervention & investigation, case management, internal & external educational programs, & disease testing & treatment consultation.
Develop &/or manage program goals, objectives, workflows, processes, procedures, work outputs, monitoring & evaluation activities & deliverables.
Establish program & project timelines; develop/approve schedules, priorities, & standards for achieving goals.
Identify program & operational issues; update & recommend improvements to leadership.
Respond to assignments.
Ensure regional HIV/STD data security & confidentiality protocols & procedures are followed & programmatic activities comply with regional, state & federal regulations & laws; promote security compliance by providers & health departments.
Analyze data security & patient confidentiality issues; recommend improvements for compliance, workflow & processes.
Develop, manage & evaluate program budgets; approve & monitor expenditures; adjust as necessary.
Participate in grant writing & provide information for State grant applications to CDC; meet grant objectives.
Represent regional program at meetings, calls, trainings & conferences; act as regional liaison with HIV/STD Section & consultant, other programs, & stakeholders.

Supervise HIV/STD disease data collection & interpretation; report on trends, identify issues & form plans to utilize local, state & federal resources to control increased morbidity & disease outbreaks & reduce disease incidence.
Guide healthcare providers & laboratories to abide by HIV/STD reporting laws & regulations.
Support healthcare providers to understand/adhere to current CDC STD Treatment Guidelines.
Prepare & timely submit detailed, required periodic & ad hoc reports, including data & narrative, regarding program performance, disease trends & related topics/issues.
Oversee special disease investigations & case follow-up activities; compile, review & submit summary reports.
Respond to requests for information/queries in an accurate, professional & timely manner.
25% EJF 3.
Supervise & manage program team lead(s) & technical staff; supervise contractors assigned to special projects.
Provide direct guidance; develop employee knowledge base, skills & abilities through individualized education & training plans; involve staff in problem resolution; complete required performance evaluations & recommend appropriate changes.
Establish & maintain team functions to accomplish program objectives.
Assign tasks; adjust assignments & schedules.
Provide access to appropriate systems & software to perform work tasks.
Conduct interview & selection processes; recommends salary levels & merit increases; award administrative leave.
Mentor & coach team members.
Handle disciplinary actions up to & including termination in collaboration with regional leadership, HR & Legal.
20% EJF 4.
Support regional public health initiatives & serve as a member of Regional Leadership Team.
Communicate regularly with regional leadership on issues & activities to support program operations.
Support development & implementation of regional initiatives & protocols.
Provide leadership in integration of multiple programs’ functions into a broader, more comprehensive public health service.
In the event of a regional or state disaster, participate & assist with regional and/or state disaster response efforts including filling key Incident command roles.
10% EJF 5.
Perform other duties as assigned including but are not limited to actively participating &/or serving in supporting role to meet agency's obligations for disaster response &/or recovery or Continuity of Operations (COOP) activation.
Such participation may require alternate shift pattern assignment &/or location.

Knowledge Skills Abilities: •Considerable knowledge of concepts of public health practices.
•Substantial & accurate knowledge of all major STIs, HIV & AIDS including transmission modes, symptomatology, diagnostic techniques, recommended treatment, epidemiology, & current accepted prevention & control strategies.
•Broad knowledge of principles & practices of STD control program operations & methods, process, & techniques used to develop & deliver state, regional, & local public health programs; includes public health follow-up & disease surveillance principles & practices.
•Knowledge of federal, state & local rules & regulations governing reporting & control of STIs.
•Knowledge of community resources available for provision of direct patient services and/or referral to clinical, social and/or behavioral health services.
•Knowledge of policies/procedures, relevant laws, & pertinent management, evaluation, program monitoring, & quality improvement techniques.
•Knowledge of, and sensitivity to, socioeconomic & cultural (ethnic, racial, gender, sexual orientation) issues, including prejudices & stereotypes, which influence STI and HIV/AIDs surveillance & intervention efforts.

Registration or Licensure Requirements: Must possess valid Class C Texas driver’s license or equivalent license from another state.
Initial Selection Criteria: • Leadership experience in infectious diseases as evidenced by one of the following o 1 year as a manager of any public health disease surveillance or prevention program OR o 1 year as an HIV/STD Front Line Supervisor (FLS), or equivalent OR o 2 years as a team lead over any infectious disease surveillance/investigation/prevention team, OR o 2 years as a HIV/STD disease intervention specialist (DIS) or equivalent with an additional 2+ years supervisory or team lead experience • An advanced degree in public health, medicine, social work, allied health or biostatistics with relevant public health or infectious disease experience and relevant leadership experience may be considered in lieu of infectious disease leadership experience.

Additional Information: Completion of DSHS HIV/STD core training modules is required within the first 6 months.
Completion of Fundamentals of Sexually Transmitted Disease Transmission training course is required after completion of the core training modules.

This is a partially grant funded position.
Current employees as of August 31, 2024 will receive a legislatively approved pay increase effective Sept.
1, 2024.
It will be 5% of each classified employee’s base pay on Aug.
31, 2024, or $250 per month, whichever is greater.
